Michael Sze was a Hong Kong government official. He held various government positions including Secretary for Constitutional Affairs from 1991 to 1994 and Secretary for the Civil Service from 1994 to 1996.

The Hong Kong government hired him and he served in numerous bureaux and departments including: the Chief Secretariat, the Trade and Marine Bureaus and the Constitutional Affairs Bureau.
In the late 1970s, when he was Kowloon’s District Officer, he recommended compensating Nathan Road consumers who had been inconvenienced by the Mass Transit Railway construction.
In 1991, he was given the title of Secretary for Constitutional Affairs, a position he held until his death in 2007. During his time in office, he was instrumental in promoting Chris Patten’s constitutional reform package.
Sze, despite Beijing’s opposition to Patten’s constitutional reform plan, backed it and was criticized by Beijing authorities. In 1994, he was given the title of Secretary of the Civil Service and has held that position ever since.
Foreign civil servant contracts were automatically renewed, which was seen as unjust by Chinese civil servants at the time of its implementation.
On the eve of the handover, he dismantled the system and instituted localization of the civil service.
He served as a member of Hong Kong’s Executive Council from 1992 to 1996. Shortly before the transfer, he announced his resignation from the civil service.
