He was picked in the 12th round of the 2014 MLB draft by the Toronto Blue Jays, but he did not sign and instead attended the University of Missouri to play college baseball.

Houck started 15 games as a freshman at Missouri in 2015, finishing 8–5 with a 3.49 ERA, 91 strikeouts, and only 12 walks in 100+23 innings.

Houck started 15 games as a sophomore, going 5–6 with a 2.99 ERA and 106 strikeouts.

In the 2017 MLB draft, the Boston Red Sox selected Houck with the 24th overall choice.

He signed on June 21, 2017, and was assigned to the Lowell Spinners of the Class A Short Season League, where he spent the entire season, going 0–3 with a 3.63 ERA in 22+13 innings pitched.

In 23 starts with the Salem Red Sox at the Class A Advanced level, he was 7–11 with a 4.24 ERA.

Houck represented the United States collegiate national team in the summer of 2015.
